WRMA was awarded, by the Administration on Children, Youth and Families, Phase I and Phase II Small Business Innovative Research (SBIR) contracts to develop an Adoption and Foster Care Analysis and Reporting Data Entry System to address the interface needs that states faced regarding the Federal System. Phase I activities focused on the initial stages of the system's development. The initial objectives were to 1) determine the system's functional and operational requirements; 2) identify and assess the existing developmental and application software against these determinants; and 3) develop the system's functional design and a Phase I final report. Florida, Illinois, Massachusetts, and Pennsylvania worked with WRMA during Phase I to define the system's requirements. Phase II activities focused on system development, the goal being to demonstrate an operational prototype to ACYF and the states at the end of the Phase II period. Tasks in Phase II included finalizing the design for the data entry system, developing and implementing the system, and preparing system documentation, including a user's manual.
The system resulting from this work eventually seved as the starting point for the design and development of the National Statewide Automated Child Welfare Information System (SACWIS) Prototype, a project that was also awarded to WRMA.
