California Work Opportunity and Responsibility toward Kids

WRMA, in conjunction with the Los Angeles County California Work Opportunity and Responsibility toward Kids (CalWORKs) Case Management committee, prepared three reports to assist the committee in its mission to prepare the following case management recommendations:

  1. Best/Promising Practices in CalWORKs Case Management
  2. The Changing Role of the Greater Avenues for Independence (GAIN) Services worker
  3. CalWORKs Agencies Case Management Survey

The first report described best and promising practices for the following areas of service: Service delivery collaboration, service access, and case management for working participants. Special attention was given to participants with limited English. The report was based on a literature review of welfare reform evaluations, as well as interviews with welfare program administrators.

The second report addressed how the role of the GAIN Services Worker was defined, how it was changing, and how it might be defined in the future. The report was based on a review of GAIN program documents and evaluations and focus groups with workers, supervisors, and administrators.

The third report addressed issues affecting current and potential case management collaboration among government agencies and community-based organizations serving CalWORKs participants. The report was based on a mail survey of 86 agencies.
