Oregon Statewide Child Welfare Information System - Planning and Quality Control

The Oregon Department of Human Services (DHS) awarded the Planning and Quality Control contract to Walter McDonald & Associates, Inc. (WRMA) to provide assistance in the acquisition and implementation of a Statewide Automated Child Welfare Information System (SACWIS). The contract was designed to proceed in two phases: First, to provide pre-implementation planning services specific to a SACWIS application; and second, to provide quality control throughout the duration of the Implementation phase.

The first phase of the project focused on planning activities; WRMA collaborated with the Oregon SACWIS staff to develop the State's technical and functional requirements. WRMA also provided oversight coordination with state and federal agencies to secure approval of the Request for Proposals (RFP) and collaborated on the development of federal review and update documents such as the Implementation Advanced Planning Document (IAPD) and Advanced Planning Document Update (APDU) for the SACWIS system.

In the second contract phase, WRMA is responsible for performing the Quality Control functions for the Project to assure that the SACWIS solution selected is designed to meet the state's requirements, meets the requisite federal SACWIS requirements, and is implemented by the state and the selected Design, Development and Implementation Vendor (DD&I) in an efficient and cost-effective manner.
