The Ryan White CARE Act provides mental health and substance abuse-related services funding, among the many services covered under its titles. Many of the clients have co-occurring conditions. The various grantees, depending on title, include states, counties, cities, and community-based organizations. Substance abuse is a clear factor in HIV infection and mental health problems are often associated with AIDS. Some of the populations served under the various titles include HIV-positive or affected migrant or seasonal workers and other rural populations; women and children; racial/ethnic minorities; homeless; gay, lesbian, and bisexual youth; gay, lesbian, and bisexual adults; incarcerated persons; adolescents; runaway or street youth; injection and non-injection drug users; and parolees. Services provided the various titles include HIV testing and counseling, ambulatory/outpatient medical care, dermatology, dispensing of pharmaceuticals, gastroenterology, mental health services, neurology, nutritional counseling, obstetrics/gynecology, oral health care, rehabilitation services, and substance abuse services.
WRMA and its subcontractor, CSR, Inc., are serving as the data coordination and program-related technical assistance center for 1) the collection, quality assurance, and reporting of 2004-2006 CARE Act Data Report (CADR) aggregate data for Ryan White CARE Act grantees funded under Titles I, II (which includes all 50 states, the District of Columbia, and all U.S. Territories), III, and IV using paper forms or web-based data submission; 2) the collection and reporting of 2004-2006 data from 24 HRSA-funded client-level demonstration sites using electronic databases, as well as any additional sites that HRSA chooses to fund as part of this project; 3) the collection and reporting of 2005-2007 Dental Reimbursement Program data from all funded sites; 4) the collection and reporting of 2005-2007 Community-Based Dental Partnership Program (CBDPP) and Dental Reimbursement Program (DRP) dental services data from all funded sites using a utility sent to the grantees via CD or which can be downloaded from the HAB Website, 5) evaluation of the HIV/AIDS Bureau's (HAB) Division of Training and Technical Assistance (DTTA) technical assistance services provided to Ryan White CARE Act grantees, and 6) OMB clearance technical support for all data collection instruments.
In addition, WRMA performs data collection, quality assurance, and reporting services for 24 HRSA-funded demonstration sites using electronic databases. Since HRSA has implemented requirements for submitting reports electronically to improve the timeliness and accuracy of data, the quality of the data must be continually assessed by reviewing all steps involved in collecting, preparing, and submitting the data electronically. WRMA project staffs assist in assessing the accomplishment of the program's operational targets, meeting standards, and following national guidelines.
