WRMA was awarded a contract by the U.S. Department of Agriculture, Food and Nutrition Service (FNS), to conduct the National SNAP Research Database Feasibility Study between 2013 and 2015.The WRMA team conducted this study to assess the feasibility of building a comprehensive information system to collect data describing Supplemental Nutrition Assistance Program (SNAP) participants from State SNAP systems. Specifically, the objectives of this project were to determine the usefulness to FNS of a National SNAP Research Database derived from State caseload databases given FNS research priorities; to determine the technological requirements and feasibility of creating this database; to analyze the policy and legal considerations of building this database, both at the Federal and State levels; and to estimate the costs of creating this database. For this study, the team conducted a needs assessment, developed the study plan, conducted the feasibility study, prepared the final report, and briefed FNS personnel on the findings.
